Price Protection Programs
We offer our home heating fuel customers convenient price protection options:
Customer Preferred Even Payment Plan:
Phillips Energy fuel customers enrolled in the Preferred Even Payment Plan (our most popular plan) receive capped price protection for the entire heating season (September to April)-enrollment fee applies.
Benefits of the plan:
-If the market price of fuel falls, so does your price (price protection is from September to April).
-Heating fuel costs are spread out over 12 months - the plan runs from September through August.
-Your fuel is delivered on an automatic basis - no need to monitor your tank - we do that for you
-Tank monitor and tank usage fees are included in your monthly payment.
-Annual enrollment fee is included in your monthly payment.
-No need to 'elect' the plan year after year. Automatic enrollment continues unless plan enrollment is cancelled 30 days prior to the next enrollment term.

Pre-Buy:
Home heat fuel customers with annual usage of over 400 gallons may elect to Pre-Buy their fuel for the upcoming season at a locked in rate (minimum Pre-Buy purchase of 400 gallons required).
Benefits of the plan:
-No worries about market fluctuations - your price is locked in for the gallons purchased
-You can choose to only Pre-Buy part of your heating season fuel (minimum of 400 gallons required)
-Any fuel not delivered by April 30 of the following year is put back on your account as a dollar credit
-Gallons delivered in excess of your Pre-Buy are delivered at the regular market rate
- Your fuel is delivered on an automatic basis - no need to monitor your tank - we do that for you

Energy Assistance
The Virginia Low Income Home Energy Assistance Program is comprised of four components: Fuel Assistance, Crisis Assistance, Cooling Assistance and Weatherization. The Virginia Low Income Home Energy Assistance Program assists low-income households, particularly those with the lowest incomes that pay a high proportion of household income for home energy.
To apply for this program, please contact the local administering agency near you.
