This plan is an Even Payment Plan that offers price protection and spreads your payments over 12 months. The plan year runs from September to August with price protection offered during the heating months of September through April. This plan requires automatic delivery service and renews automatically for currently enrolled participants each fall.

Q: What is the Customer Preferred Plan?
A: This plan offers qualified customers (home heat usage of over 400 gallons a season) to spread their home heating fuel purchases (propane and heating oil) over a twelve-month period (September to August). Your fuel will have a capped price for the heating season (September through April). If you receive a delivery after April, it will be priced at the prevailing market price. New enrollees must start the season with a full tank that has been paid for in full.
Q: What is a capped price?
A: A capped price is the highest price per gallon that you might pay for your fuel deliveries during the heating season months (September through April). A capped price allows you to benefit from lower pricing if the prevailing market is less than your capped price at time of delivery.
Q: How am I billed for the Customer Preferred Plan?
A: You will receive a statement each month outlining payments received and purchases made. This statement will reflect your actual account balance as well as your next monthly payment amount due. We encourage our customers to register for online account access by visiting www.phillipsoilandgas.com and clicking on View Your Account option at the top of the home page.
Q: When is my payment due?
A: Payments are due in our office by the 20th of the month unless we are billing a credit card on file automatically and then payment may be delayed until the 26th of the month.
Q: Will my monthly payment change during the year?
A: We evaluate your plan several times a year to ensure that your payments are meeting your fuel needs. Your monthly payment may be decreased if the market price is lower than the capped price when fuel is delivered or if your usage is less than we anticipated when calculating your monthly amount (possibly due to a warmer season or a change in appliances). Your monthly payment may be increased if your usage is more than we anticipated when calculating your monthly amount (possibly due to a colder season or the addition of appliances in your home that use fuel or propane).
Q: Can I include other bills with my Customer Preferred Plan?
A: Yes, currently tank usage fees and tank monitoring fees (if applicable to you) are automatically included in the monthly plan amount calculated. What is not included are charges for service work, non budget fuels such as diesel and gasoline and purchases for appliances and products such as lubricants and fittings. These items are 'Non-Budget' items and are due and payable in addition to your monthly payment amount. They are listed separately on your monthly statement for your review.
Q: Are there any fees associated with the Customer Preferred Plan?
A: There is a nominal enrollment fee billed at the beginning of each plan year. This fee (currently $60.00) is wrapped into your monthly payment amount and amounts to $5.00 per month.
Q: Can I call for my deliveries instead of being delivered to automatically?
A: No, participation in the Customer Preferred Plan requires Automatic Fill status.
Pre-Buy Price Protection Plan
The future price of fuel may go up or down for many different reasons. Consequently, it is possible that by participating in a pre-buy plan you could pay less than the prevailing market rate during the upcoming heating season, BUT it is also possible that you could pay more. Our full pre-buy program is intended to provide you with an option for certainty as to your cost of purchased fuel for the heating season - it is not a means of 'beating' the prevailing market rate for fuel. We do not recommend participation nor discourage it - we simply offer it as an alternative method for you to purchase your fuel needs.

Q: What is the Pre-Buy Price Protection Plan?
A: This plan offers qualified customers (home heat usage of over 400 gallons a season) the opportunity to purchase their heating oil/propane needs for the coming winter season at a fixed price per gallon. The fixed price is for the number of gallons purchased and delivered from September 1 through April 30 each year.
Q: How many gallons should I purchase?
A: Normally, it's whatever amount you think you will use this winter. You must purchase a minimum of 400 gallons. You may access your historical fuel usage online by visiting www.phillipsoilandgas.com and registering your account.
Q: What if I need more heating oil/propane than the number of gallons I pre-purchased?
A: That's okay. Any additional gallons will be billed at the prevailing market rate. Only gallons pre-purchased are locked in at the pre-buy price.
Q: How do I enroll in the Pre-Buy Plan?
A: If you do not receive an offer to participate in the Pre-Buy Plan simply call our office in August and we will evaluate your account and send you the enrollment form. Complete the enrollment form and return with payment in full by the due date listed. Check, money order, cash and debit or credit cards can be used to make your payment. Credit cards accepted include Visa, MasterCard and Discover. If you need assistance completing the form, you may contact any of our offices and we will be happy to answer and questions.
Q: If I used less heating oil/propane than I purchased, can I just put the extra gallons toward next year?
A: No. The money you paid for the gallons not delivered by April 30th will be put back on your account asamonetary (dollar) credit. Heating oil/propane must be re-negotiated each year for quantity and price.
Q: Can I call for my deliveries instead of being delivered automatically?
A: No, participation in the Pre-Buy Plan requires Automatic Fill status.
Q: Can I stop Automatic Fill if I use all my pre-purchased gallons?
A: No, participation in the Pre-Buy Plan requires that your account stay on Automatic Fill status.
Q: How will I know when I've completely used all the pre-purchased gallons?
A: You may track your consumption via your delivery tickets; however, we encourage you to set up your personal account access by visiting www.phillipsoilandgas.com and clicking on the View Your Account option at the top of the home page. Call our office if you need help with the registration process for online account access.
